CEO of premier policy and strategic consultancy Policy Australia, Carolyn has 25 years of experience working with government departments, Boards, industry bodies and major corporations as a legal adviser, strategy coach, public policy and government affairs specialist and Non Executive Director.


Carolyn is a seasoned government relations professional, and an expert adviser on internet and communications law and policy, including copyright, media, classification and content/esafety regulation. She also assists global companies with Australia and New Zealand market entry assessments, and organisations with risk assessments and strategic reviews.

Over her career Carolyn has advised clients such as Netflix, Google, Amazon, Uber, Stripe, Telstra and Optus, Australia's education sector, startups, organisations such as Communications Alliance, Digi, InternetNZ, the Motion Picture Association and the Interactive Games Association of Australia , digital rights organisations, cultural and GLAM sector organisations, and collecting societies such as APRA and Screenrights.

She is currently a Non Executive Director of Aussie startup Torqn, a global innovative knowledge management platform focused on the mining and construction industries.

  • Head of Government Relations and Public Affairs SE Asia, and member of the ANZ Senior Management team, Google Australia & New Zealand
  • Special Counsel, Copyright & Communications, Minter Ellison Lawyers
  • Public Policy Manager, Telstra Regulatory
  • Principal Legal Officer, New Technologies Section, Copyright Law Branch, Commonwealth Attorney–General’s Department, where she was awarded an Australia Day Council Award of Excellence for her work on the Copyright Amendment (Digital Agenda) Act 2000.

  • Advisory Committee member for the Australian Law Reform Commission's review into Copyright and the Digital Economy
  • Member of the Australian Government's Ministerial Advisory Consultative Group on Cybersafety.
  • Board Member, Internet Industry Association and Australian Digital Alliance.
