Carmen Dwyer GAICD

Non Executive Director, Western Region Academy of Sport

Carmen Dwyer is an experienced Board member and Chair having transitioned from C-Suite/Executive Director with 27 years of work experience in environmental and climate related compliance. She has a strong background in government and environmental policy, with expertise in stakeholder engagement, public policy, and environmental awareness.


Carmen has worked in various roles, including Lead Advisor at the Department of Climate Change, Energy, the Environment and Water and Executive Director Regulatory Operations at the NSW Environment Protection Authority (EPA). She was the Environmental Incident controller during both the 19/20 bush fires and 2020 floods as well as numerous other state and international incidents. As the Executive Director Operations at the NSW EPA she was in the unique position of being one of the people who could recommend prosecuting individual Directors under the Protection of the Environment Operations Act 1997 and therefore brings a considered perspective to the topic of  crisis management for Directors.

Carmen holds a Masters of Applied Science in Restoration, Rehabilitation, and Investigations management from Charles Sturt University and is a Graduate of AICD. She is currently based in Dubbo, Australia.
